Michael Kagan is a U.S. lawyer who has worked in refugee rights since 1998. He has served as a consultant on refugee issues at Amnesty International in London, and developed legal aid programs for refugees in Cairo, Beirut and Tel Aviv from 2001 through 2004. He currently maintains a private consulting practice, advising refugee rights organizations in Africa, the Middle East and Southeast Asia. He has also taught refugee law at the American University in Cairo, and has published several articles on refugee law issues.
